Your telegram 16th April Java authorities are preventing Dutch vessels from calling at HongKong with

result that Sugar Refineries are being threatened with

China stoppage through lack of tonnage to bring Sugar. Java Japan Line suggests that embargo might be raised if

British Government would guarantee that no Dutch vessels would be detained or interfered with in any other way in future in British ports.
